The City of Hillsboro Administration Office is responsible for the direction, coordination and administration of the day-to-day operations of the city.
The mission of the Administration Office is to provide leadership and support to citizens, city departments, the Mayor and City Council by assessing their needs, providing direction, coordinating activities, and articulating and channeling information in a manner that is customer friendly and will most effectively provide guidance for the citizens of Hillsboro.

New Commercial Building Code in Effect on March 1, 2024
All applications submitted on or after 3/1/2024 must use the new Building Codes. This includes the Mechanical, Electrical, Energy and New Existing Building Code.
The City of Hillsboro building department is responsible for the enforcement of building, electrical, and mechanical codes. Homeowners & Property Owners,
This information is intended to help our applicants obtain building plan approvals. The below sections describe the required steps to the building approval process to assist you in preparing your submittal of documents/plans.
Our goal as a department is to work with homeowners to ‘Build a Stronger Community Together’.
Do I Need a Permit?
Permits are required for all new construction, major repairs, alterations, and additions, which include structural, mechanical and electrical changes. An application shall be made by the owner, person in control, authorized agent, architect, engineer or contractor employed by the owner or person in control in connection with the proposed work. Once the plan approval is issued and fees are paid, you may begin work. The approval certificate must be on site and available to the inspector. Drawings accompanying plan approval must be available as well.
Construction and repairs for 1, 2, and 3 family dwellings are exempt from permit requirements as follows (unless any of the following are in the Historic District):
- Repair and replacement of windows (no increase in opening size) or along fire escapes
- Gutters and downspouts (includes valleys, flashings, soffits, fascia and associated trim work)
- Siding
- Flag poles
- Storage sheds not greater than 200 square feet in area that is no higher than eight (8) feet in average height and located in a rear yard in accordance with the zoning code. (will require zoning approval)
However, when the property or building is locally designated as historic, an application for a Certificate of Appropriateness is required to be obtained from the Building Department prior to proceeding with the work. The certificate of appropriateness process can be explained in detail when application is obtained.

How do I submit a permit?
Applications for permits or certificates can be submitted several ways. See required information below of what is needed for submittal.
- In-Person: City Administration Building, 130 North High Street, Hillsboro, Ohio 45133 between 8:00 a.m. and 4:30 p.m. Monday through Friday.

- to speed up the review process, we encourage to send digital copies via email while awaiting on the delivery of the documents to the office.
To apply you must submit:
- Completed application and supporting documentation (structural, energy, soils analysis) (where applicable)
- Three (3) sets of documents, drawings and specifications of the proposed work (where applicable).
Summary of the Building Plan Approval Process
There are three basic phases to the building plan approval process (PAP): Application submittal, plan review and construction inspection. Upon submittal, applications received are checked for completeness, all project information is entered into the computer system and a permit number is assigned; documents are scanned and delivered for plan review. During plan review the plans examiner reviews the permit application and building plans for compliance with the Ohio Building Codes. Zoning compliance is reviewed by our zoning team. Plan review must be completed prior to construction. If approved, a plan approval certificate will be released, and fees should be paid at this time. Construction inspections take place after a plan approval has been issued and fees have been paid. The Building Inspector approves each part of the project as it progresses, checking to see that the work is done safely and in accordance with the approved plans and codes.

Inspections:
Each phase of construction must be inspected to make certain the work conforms to the Code and submitted approved plans. If an inspector finds that some work does not conform to approved plans, the inspector will advise that the situation is to be remedied. If the violation is serious, a stop work order may be posted until the problem is resolved. Inspections are designed to ensure the work and progress of work is being followed by Code. The safety of our residents is our number one priority.
Ask about our virtual inspections! Virtual inspections are set to allow work to proceed without having to wait for the inspector to come to the job site. Call us to find out if your project is acceptable for a virtual inspection.
Revision Process – Corrections, Clarifications and Changes
If an application does not meet the minimum requirements of the building codes, the plan examiner notifies the applicant by mail, or email, with a correction letter. This is a request for additional information and/or correction(s) to be made to the documents or drawings. The applicant is responsible for submitting corrected documents (revisions) to the plan examiner for re-review. A revision fee will be assessed to the plan fees when the application is approved. If your application is denied you have the option to appeal this decision to the Board of Building Appeals. Applicants have six (6) months from the date of the correction letter to respond before the application is considered invalid. An extension can be granted upon written request and must be approved by the Chief Building Official. When the plan examiner determines that the documents comply with the code, the computer record is updated and the application is signed as "Approved".
Are There Any Related Certificates?
Certificate of Plan Approval: When a permit application has been approved to begin construction. A certificate of plan approval is issued along with original permit application, and set of approved plans (if applicable).
Certificate of Occupancy: When the occupancy type of a building is changed or when an addition or new building is completed, a Certificate of Occupancy must be obtained before the structure can legally be occupied. In many cases a Certificate of Occupancy is necessary for insurance or financing. A Certificate of Occupancy is required for all alterations except those in 1, 2, or 3 family dwellings, which do not create new habitable space, e.g.; finishing a basement.
Temporary Certificate of Occupancy: The Building Construction Inspections section may issue a Temporary Certificate of Occupancy when a building is safe to occupy temporarily while remaining issues are resolved and approved. A Temporary Certificate of Occupancy expires 30 days after issuance.
How Much Does A Permit Cost?
Fees are calculated by the Residential/Commercial Fee Schedule which can be found by clicking HERE for Residential, and HERE for Commercial. Fees must be paid at time of plan approval pickup.
Issuing the Permit:
Applications and/or plans are received back at the receptionist desk when approved by the Building Plan Examiner. The application is then checked to ensure that all outside agencies have submitted their approvals to allow issuance of the plan approval certificate. The fees are checked for accuracy and the applicant is notified of any balance due. Payment of the balance due allows the plan approval to be issued and work to begin. The plan approval certificate must be posted on site and available to the inspector. If your certificate has accompanying approved plans, they must be available on site as well.
Other Enforcement Areas
Zoning: The City’s zoning code regulates the use and development of land. This code is designed to protect property values by preventing the location of incompatible uses in close proximity to one another. Zoning regulations also help to maintain the character of established neighborhoods and prevents inappropriate activities such as auto repair, in residential areas. Each application is reviewed for zoning code compliance.
Some projects that do not require a building permit may still require zoning approval. Please be sure to ask what your project requires.
Planning: City Planning makes recommendations to the City Planning Commission, Council and citizens regarding the land use and development issues as regulated by zoning. If your project requires a Zone Change, Variances, or Conditional Use permit you should start by contacting the City Administration/Building Department. Appeal Board: Boards are available to those seeking relief from the interpretations, orders, or rulings of the Department. Please contact the appropriate board at the following phone numbers:

When are plans required?
Section 4101: 2-1-19 of the Ohio Building Code. Generally, plans, specifications and energy report forms are required for any new building, addition or alteration to an existing building. All plans must be drawn to scale and must accurately show all detail of proposed work. A plot plan and/or site survey usually is requested for exterior site work, building alterations, changes of use, new buildings and building additions. Plans and associated construction documents for new construction and major alteration work for buildings and structures regulated by the Ohio Basic Building Code are required to be prepared by an Ohio registered architect or professional engineer.
Plans for 1, 2 and 3 family detached dwellings, in general, do not require sealed documents, unless prepared by a registered architect or professional engineer.
Alterations and repairs not involving the analysis or design of the means of egress, structural, mechanical, electrical, plumbing or fire protection are exempted from the certification requirements.
Three (3) sets of documents, drawings and specifications of the proposed work will have to be submitted along with the plan approval application for review.
An energy report is necessary for alterations involving Energy Code items such as new windows, insulation or a new shower.
How long is a permit valid?
Approvals expire by limitation if work has not begun within twelve months from the date of approval certificate issuance or when the work has been discontinued for six months. However, the applicant may submit a written request for a renewal prior to the expiration of the approval, the certificate can be extended for an additional twelve-month period for a fee.
Field Changes (Engineering Change):
In general, the construction, erection, and alteration of a building, or additions, alterations, equipment and maintenance of the same, shall conform to required plans which have been approved by the Building Department. Minor changes to the approved plans may be submitted as an Engineering Change without submitting for an additional alteration permit. Minor changes do not include changes in the size, location, change of use of buildings or structures, or as-built drawings with multiple changes that will require a substantial plan review. An Engineering Change fee will be assessed at the time of filing.
Completing Your Project:
Although it is essential that you complete the inspection process, you do not have to finish your project during any fixed time period. From the day you pick up the plan approval certificate, you are allowed one (1) year (OBC 105.3) to begin work on your project. Once construction begins, you must continue to work on your project to avoid permit expiration. When work is completed, you need to call to schedule your final inspection. When all inspections have been successfully completed, the Building Inspector may issue a Certificate of Occupancy or Certificate of Completion, if required for your project.

The Hillsboro City Auditor's office is responsible for all financial operations of the city.
All revenues are recorded in this office under the direction of the treasurer. All of the City's expenses are paid under the direction of the Auditor. In addition, the Auditor prepares the tax budget, the annual appropriations ordinance, and various financial reports. Copies of the annual financial statements and audit reports are available at the Auditor's office.
The Hillsboro City Council convenes on the Thursday after the 2nd Monday of each month.

General Tax Information
Tax Rate
The City of Hillsboro has an earnings tax of 1.5% that applies to all who live, work, receive rental income or operate a business within the City of Hillsboro. This tax must be paid to the City of Hillsboro regardless of age or level of income.
Tax Payments
The City of Hillsboro Tax Office accepts payments in person, mail and phone to provide taxpayers with cost effective tax payment options. For tax payments made by phone, please call 1-937-393-3848.
When to File
Individual Returns: On or before April 15*
Business Returns: On or before April 15* or the 15th* day of the 4th month following the end of the fiscal year
Withholding Reconciliations: On or before February 28*
- If the due date falls on a weekend or a federal holiday, the due date will be the following business day.
- If you are in need of forms or have any questions regarding current year estimated payments, the filing of the annual City of Hillsboro income tax return, or prior year return(s) please feel free to call, visit the Tax Office or view documents online.
- The City of Hillsboro Tax Office staff will be happy to assist with the completion of your individual Hillsboro tax return. Bring all W-2's, 1099s, your Federal Form 1040 including Schedule 1, if used, and any other pertinent federal schedules to the tax office during business hours. While no appointment is necessary, tax return preparation assistance will only be provided until 4:30 p.m.
Filing early is highly recommended, as requests for assistance from the Tax Office increase dramatically as the tax filing deadline approaches.
DO I NEED TO PAY/FILE WITH THE CITY OF HILLSBORO?
Filing Requirements include, but are not limited to the following:
1. If you live in the City of Hillsboro, you must file a Hillsboro Income Tax Return.
a. If your taxes are fully withheld, and you live in the City of Hillsboro, you will still need to file a tax return with our office.
b. Each resident engaged in business whether or not tax is due must file a tax return. Business activity includes rental property, self-employment, sole proprietorship, partnership, corporations, etc.
c. If you are in the process of filing for disability, you must file a tax return with the City of Hillsboro. If you are now receiving disability benefits, these benefits are not taxable to the City of Hillsboro, but please bring a copy of your benefits letter to be placed in your file, and so that we can have supporting documentation to show your reason for not filing in future years.
d. If you have retired, these benefits are not taxable to the City of Hillsboro, but please bring a copy of your confirmation of retirement. Should you return to work during your retirement, only those earnings are taxable to the City of Hillsboro. We must have written documentation of your retirement.
e. If you are receiving unemployment benefits, no tax is due, but you must file a tax return.
2. If you work in the City of Hillsboro, you must pay Hillsboro Income Tax. This is usually accomplished by your employer through payroll withholding.
a. If you do business in the City of Hillsboro, such as sales or if you provide a service in the City of Hillsboro, you must file a Hillsboro Income Tax Return with us.
b. All nonresidents of Hillsboro who engage in business within the City of Hillsboro, and did not have Hillsboro tax withheld from their earnings must file a tax return whether or not tax is due.
3. If you own property, you must file a Hillsboro Income Tax Return with us.
a. If you have rental property, you must file a Hillsboro Income Tax Return with us.
4. All Hillsboro residents who receive taxable compensation are required to pay the City of Hillsboro Income Tax at the rate of 1.5%.
5. For Hillsboro residents, credit up to 1.5% will be allowed for taxes paid to another locality. Credit permitted will be limited to the lower rate; that locality's tax rate or Hillsboro Income Tax rate.
6. If you have moved into or out of the City of Hillsboro during the 2024 tax year, you must file a tax return with us. Please submit all address changes to our office, along with the effective date of those changes. Please sign and date these changes.

Upon completion of your scheduled exam, scores are automatically forwarded to the Hillsboro Police Department. Candidates who attain a passing score on the entry level exam will be placed on Hillsboro Police Department’s eligibility list. The Hillsboro Police Department will contact candidates on the list and will invite them to participate in further stages of the selection process.
National Testing Network is a service provided to conduct entry level testing in a standardized, professional environment. National Testing Network does not replace the Hillsboro Police Department’s responsibility and decision making in the testing process. All candidate results are provided to Hillsboro Police Department where the final decisions are made.

The City of Hillsboro Wastewater Treatment Plant is a Class 3 Activated Sludge Facility.
The plant is designed to treat 1.5 million gallons of wastewater daily. The plant receives incoming wastewater from the City. The term activated sludge refers to the use of microorganisms that grow naturally in nature. These microorganisms are used to remove the organics in the incoming wastewater. The facility allows for these organisms to grow and thrive by providing the optimum conditions. The waste travels through the plant and exits the facility with an average of 99% removal of organics and suspended solids. The process uses ultra violet light for disinfection before being discharged into Clear Creek. The City of Hillsboro Waste Water Plant is a state approved facility that meets all regulatory requirements.

In order to get a one time a year pool fill adjustment on the sewer side of your bill you must get the beginning and ending reads of your meter. No adjustment will be given if less than 300 cubic feet is used

The City of Hillsboro Water Treatment Plant is a Class 3, 1.5 MGD surface water treatment plant.
The City of Hillsboro's water comes entirely from surface sources. These sources include Clear Creek, the Selph Road reservoir, and the Liberty Park reservoir. The Water Treatment Plant has a current, unconditioned license to operate our water system.
City Council: The Hillsboro City Council meets on the second Monday of each month at 7:00 p.m. in the Hillsboro Municipal Court located at 130 Homestead Drive, Hillsboro. The October 2017 meeting will be held on Tuesday, October 10 at 7:00 p.m. in the same location.
Hillsboro Planning Commission: The Hillsboro Planning Commission meets on the third Monday of each month at 5:30 p.m. in the Hillsboro Firehouse Community Room located at 204 North East Street, Hillsboro.
Design Review Board: The Design Review Board meets on the first and third Wednesday of each month at 8:45 a.m. in the Times Gazette Media Room located at 108 Governor Trimble Place, Hillsboro,
Revolving Loan Fund Committee: The Revolving Loan Fund Committee meets on the third Thursday of each month at 10:00 a.m. in the City of Hillsboro Conference Room located at 130 North High Street, Hillsboro.

To kick-off the planning process, we asked the community to tell us what they loved about Hillsboro and what they thought the biggest challenges and opportunities were for the community. The visioning and values survey received a total of 205 responses as of February 11, 2019!

PURPOSE OF A COMPREHENSIVE PLAN
- The long-range statement of the community’s vision for the future
- A strategic guide for decision making related to development, redevelopment, preservation, and the provision of services and public facilities
- A formal policy document endorsed by the Planning Commission and adopted by City Council.
THE MISSION FOR IMAGINE HILLSBORO
Develop a vision and supporting recommendations that are citizen driven and have been embraced and developed by the community.
WHAT IS IN A COMPREHENSIVE PLAN
Comprehensive plans typically provide land use, infrastructure, and policy recommendations for a variety of topics including:
- Community Character and Design
- Economic Development
- Redevelopment and Reinvestment
- Historic Preservation
- Natural Resources and Recreation
- Housing
- Community Facilities and Services
The recommendations are direction for city administration and elected leaders to assist in decision making on projects, regulations, and programs that seek to support a high-quality of life for current and future residents and businesses.
STEERING COMMITTEE
This will be a year-long process led by a steering committee of appointed community members which include:

- Thomas Eichinger-Chairman of Planning Commission-Retired Director of IT Merrell Dow
- Justin Harsha-Council Member-Business Owner
- Ann Morris-Council Member-Business Owner
- Destiny Bryson- Executive Director-Highland County Visitors Bureau
- Loy Lutton-Retired Pharmacist
- Rob Holt-Planning Commission Member-Technology Director at Bagshaw Enterprises
- James Buck-Vice President of Business & Finance at Southern State Community College
- Mark Wilson-Owner-Wilson National Real Estate
- Tim Davis-Superintendent Hillsboro City Schools
- Charlie Guarino-Vice Chairman of the Planning Commission-Retired School Superintendent, Chairman of the Master Planning Committee
The steering committee will rely heavily on citizen input and review to shape the content of the plan’s recommendations. The process aims to create a vision and recommendations for the future of Hillsboro that reflect the values and goals of the community and provides guidance to address the city’s challenges and opportunities. Your opinions and input are a vital part of the planning process.

To find Zoning for a property, click the Zoning Maps link below. Once the Search box appears, use the Title Field to input the street of the address. This will populate all maps related to that street. Read the description of each map to find the correct number range for the property address. DO NOT USE THE NUMBER IN THE ADDRESS TO SEARCH. You will need to review the list of maps to find the correct range.
When inputting information to search, use the following formats:
